Are all of the 170s based at Hull Botanic Gardens now? Or is their primary depot still at Neville Hill?

They're between the two because they do Leeds-York via Harrogate and Sheffield-Scarborough via Hull services.
They’ve all been based at Hull BG for maintenance purposes since May 2023. They do stable overnight at Neville Hill as per other classes that aren’t based there (ie 195’s).

AFAIK. No one in the west is traction trained on them. Does Route Knowledge and Traction Knowledge even need to be a thing on ECS moves such as this?
Possibly crewed by another company such as ROG?
Yes as Bungle says ROG does the majority of the work these days on interdepot moves. Like you say it's rare for someone to sign the depot and the traction these days in the different areas. Even the Newton Heath to Heaton work seems to be ROG these days.

To be honest, you see the Turbostars in quite a lot of the areas of the UK. I'm not surprised they have more route clearance compared to some other trains out there

Funny enough, I was at Crewe yesterday! Arrived 20 minutes after 170474 moved into Crewe C.S, so I just missed it when I came off an Avanti Pendolino.
It was away at Heaton for a C exam in December, I don't believe it's come back yet.

Regarding the Turbostar's to and from Crewe, nothing moved today.
Both runs cancelled.

170474 ran to Crewe on Friday instead of the usual Saturday move
And 158867 is having corrosion repairs on Heaton

I take it 170473 is still in Crewe and it was 170474 that came back on Saturday as 474 is currently on 1302 Scarborough to Sheffield.
