I've never heard it claimed before that there isn't a business case for not electrifying the Uckfield line.

It‘s been looked at several times (I might even have been involved for at least one of them…) and the socio-economic case is poor. Its a long line with a limited service of (mostly) short trains.


Also, are you categorically stating that a battery service is suitable for all lines?

No. I don‘t believe I’ve said that, nor that you could infer it from my posts on this thread.

Population density might suggest otherwise. Anyway, using small children to mind unguarded machinery is no more dangerous than it was 150 years ago. Sailing a ferry with its bow doors open is no more dangerous than it was 50 years ago. That doesn't mean that the level of risk is considered acceptable today.

By doing those things you can reduce the risk. It is demonstrably true that risk can be minimised by not using that system in the first place.

The HSE can, and has, granted an exemption from certain parts if the regulations. When they granted it, and should they choose to change the scope of it, I would be confident that its done on the basis of evidence, including technical investigation.

Actually safety is underpinned by legislation. If it wasn't you would be left with only good intentions balanced against, for example, a director's legal duty to create value for the shareholders. Prescriptive laws generally allow you to derogate provided you demonstrate that what you are doing is at least as good.

ORR policy appears to have been based on a Fatality Weighted Injuries score about 8 times worse than OLE on half the network size. Do you want them to base their policy on evidence or not?

My problem is grandfather rights with safety.

If 3rd rail is so bad as to preclude even the small percentage infills on offer then a program of removal MUST be demanded. Eight times very little is still very little and as LBMPSB has pointed out the lesser severity of dc incidences is also relevant.

Compare the Asbestos regulations; all asbestos is unsafe, whether pre- or post - dating the introduction of the rules and careful removal or encapsulation is required everywhere.

If the evidence is really there, then I agree, strip out the third rail.

No. I don‘t believe I’ve said that, nor that you could infer it from my posts on this thread.
It has often been said that there should be a recharge point at Uckfield station and any trains down the line should be on battery power where it can be recharged at Uckfield station and whilst going along using third rail from Hurst Green onwards. I believe that this is going to be the only way that DMU trains will get replaced by BEMU trains.

Disagree. Third Rail should be carefully assessed for where it makes the most sense to electrify targeted areas and no other viable solution is present. IMHO this would limit it to small extensions of a handful of KM to get it the 'right side' of junctions or battery capacity gaps.

This idea was looked at no longer ago than 2020-21 (plenty of news articles about covering the start of another study then). It is a very sensible proposition, and the Greenford trial of the Vivarail fast-charge system is (was?) eagerly awaited by many people interested in getting rid of this diesel island. It is also the proposition I support - an small extension of third rail to provide a 'launch' for down trains or a holding pad for up trains at Hurst Green Jn and then a fast charge at Uckfield.
Similarly I support the extension of third rail to North Camp, Shalford, at Ashford Intl, Redbridge, Eastleigh East Jn and so on to allow battery units to take over these shorter stop trips.

Although there is a slight difference in the Asbestos is generally harmless if not damaged, and can be left in if not being touched. Although I will anticipate the counter-argument and note that the third rail is also generally not dangerous unless touched!
If the evidence is really there, then I agree, strip out the third rail.
Batteries may well offer opportunities for removal or conversion of the riskiest existing areas of the third rail system.

Actually asbestos was suspected to be a hazard with confimed cases of asbestosis was in 1900. The delay in banning the substance was largely due to the industry denying and covering up the issue. Under continuing pressure, in 1960, the industry eventually cited blue asbestos to be the the 'only' hazardous material, (which by coincidence happened to be a very minor part of the industry's products). They repeated that ploy a few years later by accepting the banning of brown asbestos, which was an even smaller part of the trade. Eventually a combined effort from multiple administrations effected totalconrol of all asbestos in 2006, meaning that most contamination now is from material embedded many years ago.
In a small way, it is something like the reluctance of various industries to improve electrical safety, citing such arguments as are occasionally proffered here in respect of the railway, e.g. 'we managed 40/60/80/100 years ago, - so no need to change' (with a subtext of that is more cost effective).

Indeed and recent safety data from ORR and RSSB bear that out. Actually in terms of improvement notices against NR the last two for electrification matters were in 2021 in relation to OLE. The last recorded trespasser fatality due to electrocution was Bescot yard in 2017. Near misses aren't broken down to know how many potential events there could have been unfortunately in the myriad of CCTV from stations showing idiots crossing the railway in DC electrified areas certainly shows the potential for harm. However, on a safety statistics assessment the facts are that 1300 route miles of exposed live conductor rail is no more unsafe than a 25kV route however counter intuitive that seems.

Apologies for being "that person" but do you have a link to the document providing this conclusion? I'd be very interested to see it. I'll try a quick internet search on both websites in the meantime.

When I said "all lines" I meant to solely refer to the North Downs/Uckfield/Marshlink lines. What do you think the future of such routes in terms of motive power should be?

Without the concept of grandfather rights you would be constrained to two options. You allow a hazard considered unacceptable to be perpetuated in new works, even though a reasonable opportunity to reduce risk exists; alternatively, to reduce risk presented by new installations you outlaw many existing installations. The former option enshrines Victorian standards in law. The latter option is, for certain very serious risks that emerge, perhaps the correct answer. However, for most cases this is the very definition of 'grossly disproportionate'.

You surely cannot believe that there can be no middle ground, where continuous gradual improvement happens as installations are replaced, reducing risk without disproportionate costs?

In the specific case of railway electrification systems, I do accept that converting to OLE is not likely to occur in the course of ordinary renewals. Nevertheless, the justification for expanding the size of the system, and thus increasing the risk, would need to be very strong.

Given the network size, its about 16 times. You would need to give a cogent argument why something that is slightly safer is not reasonably practicable. At 16 times safer it would need to be pretty good.

and as LBMPSB has pointed out the lesser severity of dc incidences is also relevant.
If you accept the logic of the Fatality Weighted Injuries model, it is is not relevant

But ultimately that depends on whether you believe battery trains will be fully as capable as diesel ones.

If they aren't, it is likely that any non electrified medium/long distance railway will simply close.
If the batteries fail to rescue the railway, it will be electrification or no railway.
If they aren't , hopefully the government would be reasonable and not stupidly dogmatic, admit the targets where overambitious and keep the diesels going rather than shutting that half the railway network

I’m sure you would feel very differently if your child had been killed by it.
And hundreds die from automotive accidents a year that the authorities overly narrow risk assessments over many rail related things helps contribute to. We can throw personal anecdotes around as much as we want. I know multiple people who've died in car crashes, which makes me a bit more minded to enabling alternatives even if it means tolerating a bit more risk in the alternative (however still much less that cars)

Ah, well yes, they will all be battery trains.

In my professional opinion, it will not be possible to demonstrate that new installation of third rail on those lines meets the definition of providing a safe system As Far As Is Reasonably Practcial (AFAIRP)l given that we have third rail train with battery capability already in service in this country, and plenty of railway administrations in this country and around the world buying battery trains in quantity that could cover these lines easily. I’d be interested to see the argument of anyone who thinks otherwise.

Thats before lookign at the socio-economic case, where battery trains will win over electrification for these lines.

Theres no specific data source but i reviewed the ORR and RSSB annual safety reports from 2017. Some have references to electric shock but not whether it was AC or DC but they do reference specific incidents when related to fatalities which were AC. Electrocution isn't a specific category in the dataset so im presuming they are categorised under "other".

Ive subsequently done a Google on "electrocution railway" and in news items for last 12mths there are five references related to AC and two to DC but when you review. Not very scientific but you need access to the safety databases to get the raw data to make a better assessment which clearly NR could do to support any safety case.

The simple fact of the matter in Southern DC territory is that even if a safety case could be made to infill the North Downs, Uckfield and Marshlink lines, there isn’t a business case to do so as the traffic is too light.
Given that Rye the principle station on Marshlink has 400k entry's and exits with St Pancras the primary destination at premium hs1 fares (£90/50 peak/offpeak return) for 70 miles despite no through services, it kind of suggests that no secondary line will ever make a business case.

Yes, there is the class 777/1 units that work on third rail, but can also cover 34 miles nominal battery range if Wikipedia is to be believed. However, the class 777/1 units do not have toilets which certainly in replacing the class 171 units any trains would need to have within them. The adding of toilets though adds extra weight and would probably mean the 34 miles nominal range would down to 20 miles if the same amount of traction batteries was added. Now I know the class 777/1 units is the wrong type of train for the Southern diesel routes, however when it comes to power away from third rail using batteries it is currently the only guide that we have currently. it does seem to me as @zwk500 supports that you would need extensions to existing third rail installations within the Southern diesel areas. I am not sure that at present there is enough mileage that could be completed using battery power on those routes.

I would be interested in seeing if there is somewhere within the world that is using battery trains on a longer distance than 34 miles, where those trains have toilets within them?

Considering the DC network is actually quite lengthy and runs through largely urban and suburban, frequently unstaffed stations, with every lineside surface covered in graffiti from Victoria to Brighton, when the AC lines tend to be better contained mainlines with more limited stops , its quite impressive you don't hear of electrocution more frequently. In Southernland we hear much more often people being hit by trains but we don't get anyone demanding we block new stations unless they get platform screen doors

Yes the 34 miles is correct. It's not cited in the Wikipedia article, but I have checked against a Class 777 brochure from Stadler.

The 20 miles figure comes from the added weight to a train with having at least one disabled toilet and one normal toilet cubicle in the train, that I personally suspect you would get out of a class 777 unit if such toilets where added. The weight of said toilets would mean that a train like the class 777 would do less in the way of battery mileage with more weight. In the same manner that you would not have a car engine of say 1.0 litres pulling a weight of 40 plus tonnes of goods.

I must confess though I have not really done much in the way of calculations to get the 20 miles figure. I am just guessing that would be the figure with the added weight of the toilets in question. If I get time later I will see if I can find any battery trains that are used in the world that have toilets and find out what sort of mileage that is done with those trains.

The closest I can find so far that would be a good replacement for say the class 171 is the Hitachi Tribrid train, known as Blues Train in Italy. As reported in https://www.smithsonianmag.com/smart-news/first-battery-powered-trains-europe-180982468/ Hitachi sometime in the future hope to be able to produce a battery train that can travel 62 miles on battery power alone.

Point being, suitable BEMUs could be procured for the southern diesel islands, especially if charging is possible at both ends of the line. So as @zwk500 says, there may be a case to electrify just beyond the junctions, but the southern diesel islands are well within the capacity of BEMUs nowadays

What we don't need is panic bought solutions like throwing down third rail islands in the middle of OHLE networks, that would just be plain daft.

Equally stupid is refusal to remove diesel islands via new third rail installations in the former southern region, and diesel microfleets needing to be maintained as a result.

The business case for Marshlink and Uckfield lines are very week as they are. If they are to told to have the turbostars gone at any cost they are just going to shut the routes down

Maintaining a microfleet of diesel units can't be cheap either, and a BEMU would be more similar to EMUs than to DMUs for maintenance purposes. On top of that, various people in the know have stated that BEMUs are more likely than full electrification

Though the per-unit cost would likely be cheaper if BEMUs were bought at the same time as new EMUs for the same region (as well as simplifying maintenance)

I'd also point out that so far FLIRTs have been used on lines that, while not complete basket cases, are hardly particularly busy. Welsh Valleys, Rural East Anglia, are not super profitable lines in any case.

Agreed. Implementation of 3rd rail would never be a panic buy given the planning and cost required. For those south east regions it does sound like BEMU would be a better fit, cheaper and quicker to implement.

But just because a technology is 100 years or so old doesn’t mean it shouldn’t be considered. The London suburban network seems to function very well with 3rd rail, and while I understand it’s not perfect, the whole UK network must decarbonise as quick as possible to stay relevant.

From my (admittedly quite new) understanding on this matter, it seems a major issue on the implementation of OHEL is low bridge heights on our Victorian network, while 3rd rail eliminates this major blocker to wider-spread electrification.

In my view, the UK should prioritise all major trunk / high speed routes as OHEL (as they mostly have already), and then take a sensible view for all remaining routes as to whether a combination of BEMU + strategically placed charging infrastructure or 3rd rail is quickest to implement.

I would love a middle ground where safety was improved on the existing dc network with small percentage extensions where indicated and elimination of dc where batteries or OLE could work.

Safety isn't a trade-off between one area vs another. You can't increase the risk in one area and buy it off in another by improving (slightly) a different area. The existing hazards from 3rd rail have a marginally less risk factor than those through which a new electrification has been opened. That is all new risk. The ethics of safety is to reduce risks in thei own right, - not claim that a new hazard is OK because somewhere else has been fixed.

It is , accepting any new rail even with the best protections is a trade off . A fully underground fully platform screen with high tech obstacle detection would still be new risk

Which is the whole basis of the principle of reducing risk ‘As Far As Is Reasonably Practical’ (AFAIRP), with the key word being ‘Reasonably’.

It is up to the duty holder proposing to make the change to demonstrate that to spend more money making the change even safer would be disproportionate.
