As an aside, how do we know it's infinite? Just because we've not got to the end doesn't mean there isn't one :p:D
Some initial reading, if you're in the mood:
(Technically that's just proving that pi can't be written as a fraction or ratio, not that the digits never end or repeat. 1/3 has infinite digits when written as a decimal value, but is just one repeating digit. Pi is also known not to repeat sets of digits, but proof that it's trancendetal is a bit more work to get your head around.)

I suspect it was chosen at random.

No more significant than any other digit.
On the contrary, the 22nd digit is (by definition) more significant than the 23rd, and all the subsequent digits! :)

Why's The Doctor correct, but not The Master? Weren't the two characters supposedly once childhood friends?
I haven't said The Master is incorrect. In fact there are many Time Lords from Gallifrey. However as Dr Who was the answer I was initially looking for AND it was the first answer received then it is for @DaleCooper to set the next question.

That's right, your turn...

Eleven babies have been born in Antarctica, and none of them died as infants. Antarctica therefore has the lowest infant mortality rate of any continent: 0%.

What’s crazier is why the babies were born there in the first place. These weren’t unplanned births. In the 1970s and 80s Argentina and Chile sent pregnant women there to give birth as a means of strengthening their claims on Antarctica. Call the midwife!

Next question:

Who planned to fill the woozle's footprints with cement?

Winnie the Pooh?

Being a bear of very little brain I doubt he would think of such a thing.

Not the worst guess ever, though.

Be right in saying that Winnie the Pooh (and Piglet) supposedly did once spend the afternoon walking round and round a larch spinney, following what they believed were the tracks (in the snow) of a 'woozle'?

The point of the question is that everyone(?) knows that Pooh followed woozle tracks but "Who planned to fill the woozle's footprints with cement?" is apparently less well known.

Hint: It's the lyrics of a song.
