If there's a specific speed listed in the rules that drivers must always be under when passing all single yellow signals, I would call that progressive speed signalling.
It's company-specific instructions which would mean that one TOC would instruct its drivers to pass a particular signal at one speed and another TOC would instruct its drivers to pass the same signal at a different speed. So the signal or signalling system itself does not dictate the speed.
