Can you get a zero-fare excess from a route-restricted to a TOC-restricted ticket?

I know you can't excess away a TOC restriction on a ticket, but can you get a zero-fare excess (or just use, since most staff won't issue this) a higher-priced ticket on a lower-priced TOC restricted route?

For example, Birmingham Stations to Euston has a £24.00 super off-peak via High Wycombe.

Could you get a zero-fare excess (theoretically) to the TOC-restricted LNR & WMR only ticket, priced at £19.10?

Ah, found my answer I think! No!

I'm not sure why this is the case. It's mentioned you can't do it after travelling on a different TOC to what the new ticket would be, but why is this any different to travelling on a different route for the outbound and another on the return?

The two tickets are designed to distribute the revenue to different TOCs. The only way to reapportion would be to refund and sell a new ticket.

Are route specific tickets not allocated based on the services that are available on the route?
