Compensation culture has a lot to answer for but just remember that not everyone is born a hero and not everyone is trained to be a hero.

I just thank the lord our armed forces are not subservant to crass legislation such as this

Personally, I think they were a silly thing to implement. The money would have been better spent on training of more regular officers. They have very little power, and everyone knows that, and thus people just laugh at them.
Indeed they don't have the powers of a Police Officer, but that's obviously how it's supposed to be. The idea was to be like the old "bobby on the beat" that used to be in days passed. The paperwork aspect isn't always an issue for Police Officers. BTP in London South at least, have Crime Action Teams that take alot of the paperwork out of arrests etc. In Central London I believe there's nye on no paperwork! Other forces such as the Met, also have these teams I believe.

PCSOs cost less money and serve as the eyes and ears, which, I think makes sense. I must be really plastic, as I'm not even a PCSO! (Although I guess I have more power, working for a TOC than I would do working for a Police Force!)
