NRCOC said:5. Children
Up to two children under five years of age may accompany each fare-paying
passenger free of charge. However, children under five years of age who are
travelling free may only occupy a seat which is not required by a fare-paying
passenger.
5, or younger if you want them to have a seat.for train tickets. is it 5 or 6? i can't remember if it's 0-5 is free or they start paying at 5 years.

Also it can sometimes be cheaper to buy a ticket for a child under 5 if it enables you to use a Family Railcard. (e.g. York - London 1 adult only £88.60 return. York - London 1 FAM + 1 CHFAM £75.35, and the latter would allow you two seats rather than one).
Worth noting that TfL rail services includes London Overground. Also, I think that to get free travel the child must have a 5-10 Zip Oyster card which must be applied for at a Post Office and a fee is payable. Also note children aged 5-10 get free travel on TfL rail services and the following BR routes:
Amersham to Marylebone
Finsbury Park to King's Cross/Moorgate
Stratford to Liverpool Street
Tottenham Hale/Seven Sisters to Stratford
Upminster to Fenchurch Street/Liverpool Street via Barking (but not at Forest Gate/Maryland)
Walthamstow Central/Tottenham Hale/Seven Sisters to Liverpool Street
Watford Junction to Euston
Watford Junction to Clapham Junction
West Hampstead Thameslink to Moorgate/Elephant & Castle/London Bridge
West Ruislip to South Ruislip
