I emphasise this is the ticket sales desk on the right as you leave the arrivals area at the actual airport. NLC on the ticket was 3667.

The question is is this sales point still bound by normal railway method of payment rules or is just convenience for the staff by not having to go back to Luton Airport Parkway to bank cash ?

Who operates/staffs this desk? Is it EMR, or is it operating as a rail appointed travel agent/similar set up?

I don't see that you have any right to 'buy on board' at Luton Airport, because the DART isn't part of the National Rail network. They're entitled to deny people travel if they don't already have a ticket.

Clerk was wearing Luton Airport uniform and name badge.

That's not the context I was asking under. Was nothing to do with the new DART, I was getting the usual bendy bus and then on to St Pancras. I was asking are they valid to refuse cash ?

It’s operated by the airport. They’re not a railway ticket office and hence not subject to the TSA or the relevant Schedule, so they’re entitled to refuse cash.

If you want to pay cash you need to visit the ticket office or machines at the railway station.
