TfL have today confirmed that Oyster Extension Permits (OEPs) are to be scrapped, most likely from the end of May.

Brought in when Oyster PAYG was rolled out onto National Rail, the scheme required Oyster travelcard holders to place an OEP on their Oyster card if the wished to travel outside of their travelcard zones.

The OEP system was largely put in place at the insistence of London's Train Operators, who had long argued that an extension of Oyster to National Rail would raise the risk of fare evasion on their services. OEPs were seen by the TOCs as a way of mitigating this risk.

Controversial from the start, however, OEPs were condemned for arguably penalising the very travellers the TOCs had the most reason to trust - commuters and other holders of long-term travelcards.

In many cases OEPs were also on dubious grounds with regards to enforcement, largely thanks to the lack of clear information at stations about their existence and the difficulty that could be had enabling them at some stations. Indeed enforcement by the TOCs was patchy at best.

As a result today's announcement is as much a confirmation of a status quo that has tacitly existed in many places for some time as it is a revelation in ticketing. As we indicated in our recent piece on the Future of Oyster, the abandonment is also something that has been coming for some time. Although its announcement today coincides with the Mayor's "Rail Summit" with the TOCs, the death of OEPs is not the result of that - it is something TfL have been quietly working towards behind the scenes for some time and also a reflection that the TOCs thinking on Oyster has changed. No longer is Oyster seen as something that potentially harms revenues - instead its seen as something that can increase them.

Firstly, Oyster has bought more casual short-distance travellers to the TOC networks and secondly (in less good news for travellers) it can potentially be used to help support requests to allow staffing reductions at stations. TOC revenue-protection concerns are also less focused now on the kind of fare evasion OEPs were intended to stop and more on long-distance dumbelling (more on this here).

So whilst this is undoubtedly good news and a victory for both TfL and common sense, with today's Rail Summit confirming that the TOCs and TfL will be working towards pushing Oyster out even further beyond London's borders it seems likely that OEPs will not represent the last TOC-related change to Oyster. Precisely what any future changes might be, however, remains to be seen.

Sounds like good news and welcome simplification of the Oyster system, bringing it into line with Tube network :D.

Be in no doubt, I am rejoicing too. And if Oyster is going to be extended further into the shires then there will almost certainly be other things to explain to take it's place.

Now I've read the press release I think my blood is boiling. In several places they refer to OEPs as being a problem for people heading out of town. Try telling that to all the people who Southeastern have penalty fared at their London terminals! They (SET) really are an odious bunch of bankers.

Now now, don't be bashing bankers :)

I do wonder if SET ever managed to make a PF stick on appeal when they did someone when they attempted to touch out (and therefore pay their proper fare) and were given a seek assistance because SET programmed the gate to do that.

In that original London Reconnections piece, there was an link to an excellent article on the Oyster card.

The article is particularly scathing of TOCs and highlights the problems we have in London: fares collected on our buses and tubes go a government authority. Fares collected on our railways go to private companies and the shareholders who stand behind them. Oyster attempts to straddle both operations. And this could sully TfL's reputation.

Anyone else think it's ridiculous that they can't just effectively abandon OEPs this weekend? Except for the reported Southeastern barriers that are programmed to look for them, which might take a few hours to alter, presumably TOCs could just tell RPIs to stop checking for them, and take the posters down.

TVMs that actually allow OEPs to be set will need 'de-programming'; I suppose that could take a few days to do?

1) Southeastern barriers are only programmed to reject them when RPIs are present, so yes, they could abandon them now.

2) Posters? Have you actually seen one? Please tell me where it was.:lol::lol:

I think that anyone who fails to set a OEP and who is stopped by a troublemaking gang wearing SET uniform, who then refuses to pay a penalty fare, may well be in a good position to make a stand against these bandits by standing firm and seeing if SET take them to court. My guess is that SET will back down. The media interest would be quite something, given that even ATOC have admitted that the system was confusing and unworkable.

Anyway, it's great news!

I'd hope so, else this could cause some problems with last stop in zone/Boundary Zone X tickets for customers travelling outside of London.

Likewise - a pity, I thought, as I've just bought my Senior RC. But then, of course, people like me are the sole reason why bus companies are going into liquidation these days, so the decision could be justified by some people [shades of P.D. James and "The Children of Men"]

Then I wondered what the Office of Emergency Planning had done to cause such offence. :oops: :oops:

They had to make savings somewhere, Oysters currently costing 34% of all ticket revenues to operate which is ridiculous.

I suspect someone has done a rather crude calculation by taking the costs of the contract divided by the number of journeys made on it. Of course the Prestige contract wasn't just about Oyster, but gatelines, Toms, Poms, back office processing and the capital investment taken in with that. Also let's not forget that for over 60% of the contract not a single paying customer made a journey with Oyster!

I've updated my site already, archiving the most commented page away from the main menu. And the best bit - someone had trouble swiping in in zone 5 yesterday and when they got to Victoria with a zone 2-4 travelcard on their Oyster they were PF'd. That's fair enough, because they knew that they hadn't swiped in, but the RPI at Victoria said that they were getting a PF because they had no OEP. Err, hello, you didn't need an OEP when starting outside the zones.

I just hope that all the SET RPIs have been told that OEPs are no longer required.

Academic now, but this was always a bit of an edge case, because if travelling from zone 5 to zone 1 with a zone 2-4 travelcard without touching in, the last leg into zone 1 must have been travel starting inside your zones and going out of them into zone 1?

I don't think any TOC or TFL instructions ever adequately covered the need for OEPS in what was effectively a three stage PAYG/TC/PAYG combination; fortunately it's no longer relevant...
