Probably going out on a limb here but, Class 121 "Bubblecar", and Class 66 with EMT. Introduced for diversionary route learning and refresh prior to Nottingham, and Derby resignalling, with EMT Drivers working them.
The OP referred to the Chiltern class 172s a: "It is one of the few fleets I can think of that were fully introduced by a TOC and then fully withdrawn during the same franchise." which is a lot more than the class 769s with their mileage accumulation runs, driver training runs and test runs when modifications were tried out. To date, no farepaying passenger has travelled on the 769/9s delivered to GWR so they are not "fully introduced".They’ve been introduced technically

The Chiltern Class 172s were withdrawn in 2021 and were transferred to WMR.
Nope, as @D365 says, "Definitely not introduced into service!" which in terms of introdued status is the same currently as class 701(although they will probably eventually get to revenue service). I have been a supporter of the 769s here but I can't pretend that the GWR /9 subclass has been introduced into service, has run to any public timetable as a class 1 or 2 journey or carried any passengers like every other valid example in this thread, and when they are formally removed form the GWR's wish list, they will effectively be a non-event as far as this thread goes.And to counter claim your quote:

Depends on when they were introduced. If they were inherited by Chiltern then it can't count, but if they were transferred to them then it does.Surely neither of those count. Not only were they hired in from another TOC / FOC and so never formed part of the EMT fleet, they never carried fare-paying passengers, nor were they meant to.
