Nobody quite seems to know. Theories are stuff like those agents listening to them would know a war had started if they ceased broadcasting (a bit like the old adage that British subs use Radio 4 Long Wave to tell that the UK is still a thing) but it could equally be that they're automated and nobody has seen fit to turn them off.

It could also just be that they're still used for actual 'legitimate' espionage. They're a very secure and simple way of sending information to field based operatives so why not keep using them. This video does a concise summary of them:

The simple answer: it's safe. Let's say you're a spy for the British Government and you're deep within the Hungarian government. You probably are being spied on by the domestic intelligence agency as someone close to power, but it's very easy to keep a small shortwave receiver at home with a small edible codebook. If someone needs to send you a message that is very much for your ears only, then nothing is safer., especially in light of Pegasus being used and abused by various European governments.
