Bridge strike at Wingfield Wed 10th August

I was planning to meet my daughter & husband today off the EMR arrival at 0807 at Derby from Sheffield, but that was cancelled.
So she came on the 0827 arrival at Derby. As it left Sheffield they were told there will be a 20 minute delay before Derby is reached as there is a bridge strike at Wingfield.
Expecting a diversion down the Erewash valley, but they were surprised with an announcement that the delay was cancelled and they would arrive on time.
Who decides whether a bridge strike is serious enough to warrant closure, or slow speed running? Is it the Mobile Operations Manager, or does a civil engineer have to be called out?

After the initial bridge strike all trains were cautioned at 5mph. One of the first trains to pass over (a crosscountry I think) reported a bump about half a mile away from the bridge itself and the standard rule is that if there is a suspected track defect the line must close, hence the subsequent diversions on the Erewash for a while. I don’t think the line was closed for that long though. I’m happy to be corrected on any of that though
