I'd have gone for a large island platform with a ramped subway entrance and both ramps and lifts to the platforms, a full canopy, and to do the signalling work for through running now. Basically a Swiss standard modular station, or if you prefer a copy of Sandhills.

Would have meant a longer closure but the line is not well used.

To enable the Merseyrail and Northern trains to use the same two platforms, the required signalling changes would have been much more complex (=costly). The single line between Rainford and Kirkby is token controlled (one train working), with antique electric token machines at the Rainford signal box and at the ground frame controlling the junction to the Knowsley freight terminal (the latter to enable freight trains to be locked in the terminal). For a through connection at Headbolt Lane, TCB signalling would have had to be extended at least as far as Rainford.

I imagine signalling costs were a significant factor in the poor business case for the Skem branch.

Agreed that new signalling is needed for through tracks and services, if the 777's are ever to tiptoe East of Headbolt Lane to destinations unknown. Also agreed is the pedestrian "dam" across the formation at the East end of the Liverpool platforms to avoid the horrors of an expensive lift equipped footbridge.

What we can't quite figure is why the East platform is to be built across the formation, with the single (Wigan) line presumably slewed across next to the goods siding. This must be expensive and would need demolishing before full double track operation could commence. The "land requirement" doesn't seem very convincing. Any clues?

It looks very good, otherwise.

I am pretty sure that the existing single line (before construction commenced) was on the south side of the formation, adjacent to the Knowsley headshunt siding. This can be seen on Google Maps satellite imagery. The station design leaves the track in situ, just adding a buffer stop next to the existing siding buffer stop.

To slew the track across to the north side, there would have to be a zigzag immediately west of the facing points that give access to the siding, or alternatively the junction would have to be remodelled. Also I imagine there would be more earthworks involved in constructing the platform further back from the formation.

The actual design seems simpler to build and so is probably cheaper, helping the business case for the Headbolt Lane station. AIUI this is a standalone project, with minimal provision for any future Merseyrail extension.

There is a similar issue with the design of the new station at Cheadle on the Stockport to Altrincham line, funding for which was recently approved. That is also on a section of line that was singled by BR, and it is likewise proposed to build the platform out over the disused half of the formation. This despite TfGM aspirations for future redoubling to enable Metrolink tram-train operations.

Thanks for the explanation.

The single line does start on the North side at Rainford Jn but is on the South side at Rainford Road (A570) and from then on. It's on the South side, leaving Kirkby but is on the North side crossing County Road (A506) evidenced by the old bridge pier. Where it is at Kirkby siding and the new station site isn't quite clear but the likelihood is, as you say, that all that is proposed is a new buffer stop. A true through station would make the Eastern, Wigan bound, platform redundant anyway, wherever it is sited, as the Liverpool platforms will be long enough and close to the station building.

However I welcome the plan's inclusion of a substation on the NW side of the station!

The substation is required for the 3 separate DNO supplies for the Station/ Car Park/ Network Rail supplies which all have to be separately metered as paid for by the different parties.

I do think the Lancashire unitary proposals miss a trick in not doing this (plus the "Bay Authority" proposal which has also been ignored despite having great strengths).
You frequently make these claims @Bletchleyite: but as a fellow WL native I'm not sure I'd agree. I think south of Ormskirk (and probably Burscough) you have a point, but the villages of the so-called Northern Parishes really more naturally look towards Preston and into Lancashire- and the villages of the rural east area are much more aligned to Wigan and Greater Manchester.

The political costs, I would suspect, of moving West Lancs into Merseyside would be quite high: like it or not, there's still a significant degree of anti-Merseyside snobbery in the Borough. I suspect any moves to swallow up West Lancs would act as tremendous voting drive for local Tories and Independents which would then kibosh any movement in this direction.

As for Lancashire Unitary authority plans: they're dead in the water, and until such time as they're imposed by central Government, they won't happen. The fact is too many Boroughs of all political colours would lose out from the arrangement, and on top of that are too many divisions *within* the political parties, especially Lancs Labour CLPs, to make the idea palatable.

But this might be going off-topic for a discussion of Skem station! Here I do agree with the broad thrust: a parkway of some sort in the Upholland area seems the most sensible way to do it.

Clearly it'd have a car and cycle park, but let's class it as a 'multimodal transport interchange' rather than concentrating solely on cars. It could have buses direct to various parts of Skem and good footpath and cycle links to nearby housing and workplaces. The existing Upholland station might be upgraded. If Merseyrail ever gets that far, they might as well carry on to Wigan, as it's only another 5 miles or so.

Now that I think of it, when I lived in Skem it took me as long to walk to the Concourse (and it would have been further to the proposed new station) as it did to Upholland station.

Is it that the challenge is less to do with a station (or its location, assuming that it's somewhere in or near Skem) and more to do with providing a sufficiently frequent service to a useful destination that people will actually want to use the train rather than driving or the bus? Would a half-hourly train from Upholland to Wigan and Headbolt Lane actually meet most of the demand without having to build anything in the way of new stations? (Accepting that through services to Liverpool at one end and Manchester at the other would be even better.)

I doubt if there is space for a bus terminal at Upholland. Maybe there is at the other suggested interchange, Maghull North. It's essential that something needs to be done to enable easy interchange between buses serving all parts of Skelmersdale, and trains (minimum 2ph at Upholland I'd have thought).

There is space if you built a new accessible entrance, parking etc at the Pimbo end of the platforms.

Could have a bus stop on Prescott Rd, which would also bring a bus service into that large trading estate on the south side of the motorway which appears not to have any stops in it today.

I am not sure why you are thinking in terms of a bus terminal - something similar to the arrangement on the Runcorn Busway at Runcorn East would suffice. If buses run clockwise round the Pimbo Industrial estate you only need pick up and drop off, As at Runcorn East there should/would be no need to terminate at Pimbo. For cyclists and pedestrians there is a handy underpass under the motorway that links the paths from Digmoor to Crawford. Lighting and CCTV would be a requirement. A taxi bay/drop off would also be needed.

Pimbo would require a car park (and on road no parking enforcement) to cater for those for whom a bus would not meet their needs but this could be within reasonable walking distance rather than adjacent to the station..

Shifting to a different point - OPSTA found during passenger surveys that in addition to Skem residents (and others from West Lancashire) using Maghull North to get into Liverpool - they also use Appley Bridge to travel to Manchester - (much to chagrin of the local Parish Council who find their village is always parked up).Appley Bridge also gas te advantage of trains to both Manchester Victoria and Manchester Piccadilly whereas Upholland trains only offer Victoria - but that is a part of a wider debate on Manchester's orphan spurs elsewhere,

The paradox is that for Skelmersdale people to have more access to train services (and not just to Liverpool), it is road improvements to the surrounding existing stations that are most needed.

Appley Bridge (which is the first station in the Greater Manchester ticketing area) could have much better parking than it has, if the industrial premises that occupy the station yard were relocated. There is room to enlarge the car parking area quite significantly.

"Aye, that's the rub" Whilst commuters see journeys to work - the Council values local employment rather than people who make little or no contribution to the Appley Bridge economy . An invidious either/or.

I wonder what will now become of the land area of the former Glenburn Sports College that was earmarked as the site of the proposed Skelmersdale station?
I was wondering that, too. Housing perhaps? I suppose it's down to whether LCC think the new station idea is dead and buried or whether they will try again in future.

Not a huge demand for living in Skem. I reckon it'll stay empty for years. Which might be a good thing if the idea comes back.

You could draw a comparison to the very large social housing area of Wythenshawe in the Greater Manchester area where much new areas of private housing have now been established.

I can understand it in Manchester where prices have got so high that people are now choosing to move into quite undesirable areas and so "gentrifying" them a bit. Happened in London for years.

I can't so much understand it in the Skem area, where prices in the surrounding areas still aren't that high. You don't save much by living in new-build in Skem (though the original houses are quite cheap) but it's a dive.

Councils also have house building quotas, they may release land where it's free rather than where it's best to build.

I hope that, having determined a site for a station and a route/right of way, the land is protected from adverse development. Such planning protection often is limited in time but establishment of a bridleway along the putative track bed and a car park over the station site would avoid this.

The route would be fine, it's along a main road which would be diverted. It's just the site.
