The article refers to the County Council approving the use of Compulsory Purchase Powers, not the granting of such powers. I doubt that has been achieved since December 2020. Informal consultation, consider and respond, formal consultation, consider and respond, seek powers from DCLG, possible inquiry (if objections), await Inspector's report, consideration of report by DCLG, issue decison to council, allow time for negotiations / people to arrange alternative accommodation etc.
The threat of the use of CP powers can bring people to the negotiating table, equally it can make them dig in because they like a good scrap - even if they know they will probably lose in the end.
