Trains will departs 5 mins earlier at Norwich before 7:40 in the past years, why this didn't happen this year?

The timetable valid from 12 September shows different times from 11 Oct, as in the example you linked (0505 until then).

Are you asking why there was no press release?

They are just running as ‘dated’ in the timetable so no need this year. With the superior performance of the 745s I find this mostly pointless now apart from on the occasional exceptional day. Just more frustrating dwell times at stations.

I get what you mean now, because in my memory the first train to LST depart on 04:55 during autumn time last year, but the whole timetable shifts 5 mins backward this year

i agree it's very meaningless to have 3-4 mins dwell time on Ipswich, Manningtree and Colchester respectively. At least 7 mins can be cut

I think from December the early ones from Norwich are departing about 5 minutes later than now 0505 etc. so perhaps leaf fall is factored into the current timetable taking into account the superior performance as stated earlier.

That’s how they where prior to the current leaf fall alterations. For example last month the 06:00 departed 06:04.
