18 minutes today to Oxford Road on EMR servicesWell for the rest of today the absolute fastest journey time NationalRail.co.uk is giving me to Manchester Stations is 23 minutes, and most are much longer than that.
Checking Monday and so far all I can find is 23 minutes or longer - so if 19 minute trains do exist they certainly aren't common.

You need to state Manchester Oxford Road station as the destination (not Manchester stations) to find all the fast trains from Warrington Central on National Rail Enquiries.I show three trains per hour with only one having a journey time of 19 minutes in most hours.

There is a big difference between a train frequency of 1 tph and 2 tph in terms of usefulness and comparison with a more frequent tram service.It would be interesting to see the relative passenger numbers between those taking Merseyrail from Liverpool to Chester (4tph but slower) and those taking TfW (1tph but faster).
I mean, if you order trains from Warrington Central to Manchester Stations, EMR trains take you to Manchester Picadilly rather than Oxford Road, like the Northern Trains do.

It turns out the second 19 minute train in an hour does exist but seems to run at a seemingly randomly selected set of times.
In an hour where it does run we shrink adjusted journey time to 31 minutes, and thus the tram equivalent journey time of 25 minutes.
Without proper modelling I can't tell if that is achievable or not, after all a tram does have dramatically better performance than a Sprinter or similar.

The situation at Rotherham (Central) station shows that while tram-train services are feasible, they cannot be run at a high frequency because of the need to accommodate other heavy rail services.

In addition, it would be quite a lot of work given the operational problems today's services would cause with the flat junction onto Castlefield.
Eliminating those annoyances is probably one of the main ways such a scheme would get funded.
A mix of light rail & heavy rail works between Newcastle & Sunderland. Although I think it won’t specifically be tram-trains on the line, the principal of them is to run on track shared with heavy rail. You’d get 5 tph light rail and 1 tph heavy rail.
And if you did, guess which most non-enthusiast people would use from Warrington to Manchester? (See also my Chester example - OK, Merseyrail isn't light rail, but the point is that the simple, high frequency service is the one they will go for even if it's slower).
The distance between Newcastle & Sunderland is shorter than that between Manchester Oxford Road and Warrington Central, and the heavy rail journeys are significantly slower. Oh certainly. Especially given that Warrington metrolink cant happen unless a tunnel under manchester is built. This makes it unlikely that tram-trains would use the line, but it also increases the likelihood of the conversion not happening.

TfGM's strategy is for basically the whole local rail network to be Metrolinked give or take the bits that have too much long distance traffic.

To be fair, Metrolink has a lot more in common with an S-bahn than what you might traditionally describe as a tramway.

As a concept, it certainly seems that most would prefer the light rail network as opposed to the ‘traditional’ heavy rail frequency that needs to fit in with freight and long distance at some point on the journey.I think that we'd be better discussing lines that are relatively "stand alone" with a fairly uniform pattern of passenger services and no freight rather than fixating on the unusual circumstances of the Warrington Central route, given that they could be converted with relatively minimum fuss, rather than all of the complications of these Warrington Central proposals (tunnel under Manchester etc)
