Last I knew the London underground have such a model railway in Ashfield House
I was lucky enough to have a play on a visit in 2011
There is also such a signalling setup in the National Railway Museum in York

This is in "The Works" and is the former Lancashire and Yorkshire Railway's layout for teaching railway signallers, now over 100 years old. It is demonstrated about once a month - see the their website for further details.
