The new headlights comply with the current LOC&PAS TSI requirements and so yes, they do allow the omission of the yellow warning panel, but only if a high-level marker light is also provided.
I'm not entirely sure the "new" (MTU re-engineering era) lights are compliant. The blue Pullman Powercars have got the later LED headlights (they have a tell-tale 'triangular' shape) & revised LED markers as fitted to 700s and 800s (eg), whilst those first redesigned lights have got the HID headlamps & LED markers that were retrofitted to a lot of BR era stock (often replacing the old 3 segment lamps with the vertical bar markers)
The fact that the pullman cars were upgraded from the Midland Mainline 3-segment design with incandescent bulbs complicates this as they had to go to the latest offering, but if they meet the necessary specifications in terms of light intensity, direction, size and functionality (per EN 15153) then they would allow for removing the warning panel. It'll be interesting to see what happens with the H&H power cars, as they've been repainted without yellow panel or high-level marker light. It's gone quiet, but some flick searching shows 43480 with
lights removed, so watch that space!
