They say they want more tickets that can be used on multiple different transport forms(buses, trains etc) so could disabled bus passes be used on trains in the future to allow for better accessibility(which is also in the report) and to allow for more capacity?

If your wondering what I'm on about I mean just like the Freedom Pss in London

I would love to know your thoughts on this

I was meant to say allow the capacity that is no longer used to be used
Fair enough, but the problem with the unused capacity is that it isn't creating any income so allowing free travel would do nothing to help.

I wouldn't go as far as the OP's suggestion but it would seem reasonable to scrap the disabled person's railcard and allow the local authority passes to be used as railcards throughout Great Britain.

Some areas mostly PTE areas, already allow the use disabled passes on trains, but only in there PTE area, which are the passes they had before ENCTS was introduced, example in my area Merseyside, Merseytravel issued ENCTS disabled passes can be used on trains & ferries, only in the Merseytravel ticket area.

Ultimately, who pays for this?

Exactly.

The Scottish Entitlement Card is already valid for residents in the former Strathclyde to use on the "Section 20" services, although you have to pay a reduced fare on the railway, not free as on the buses. There are also other arrangements for Island dwellers to get to the mainland by ferry. The card can also be used on certain long distance coach services marketed under "Scottish Citylink"

I am having difficulty in finding 'the report'.

Can someone provide a clearer link?

Thanks

It would be a huge drain on public finances, but it would have a huge social benefit in allowing older and disabled people who otherwise might not be able to afford the train to travel by train, and a large environmental benefit by attracting people out of their cars.

I would be in support of this, although financing would be a major issue to overcome, as the money for it simply isn’t there.

Same with the blue badge card? Student ID for that part of the 18-25 railcard?

Similarly, holders of the MyFife card as it’s known can travel for £1 per single journey off peak between rail stations in the county. Cue the split tickets for trips to Edinburgh or Dundee.

I think it would be fairer across the UK if this were more consistently applied, I.e. all disabled pass holders got free rail travel in their local area.

That wouldn't be a bad solution for controlling the overall cost of the scheme as applied to buses nationally as well. The pass would be valid for free on local public transport of all kinds, while also entitling the holder a concessionary discounted fare elsewhere in UK. Hard local authority boundaries could be an issue and I suggest typically that home free travel zones would include an overlap to the next big town/city even if in a separate county/unitary, avoiding Blackpool/Fleetwood scenarios (ENCTS valid on trams for Blackpool residents in both Blackpool and Fleetwood but not for those from Fleetwood in any area, who must take the parallel dirty diesel bus which probably only still runs to carry them.

Somewhere, not in London
All of these words about using the disabled bus pass in replacement of the disabled Railcard.
The eligibility is very much different... And if the DSB Railcard went, I doubt myself and my partner would ever use rail by choice.
