If you're talking loco boilers, then they have to be lifted out of the frames and examined every ten years as a minimum. This is where the expression 10 year boiler ticket comes from. In reality, any locos that I've been involved with are inspected annually by the insurance people.
However, that does not mean that the loco is guaranteed to be serviceable for that time. The owner will be required to carry out work to a standard to satisfy a boiler inspector, before a "ticket" is issued. However, a fault can develop at any time subsequently, which can lead to a loco being stopped for major work. Essentially, boilers are monitored regularly & rigarously, with repairs being carried out as necessary. That can often mean that it's necessary or more cost effective to carry our a "10 year overhaul", before one is theoretically due. If a boiler has a defect, you can't run it, even if you've got 9 years, 364 days on the boiler ticket.
