Well, it would help if large parts of the city weren't left without a rail connection (such as mothballing the North Liverpool Extension) when the network was first built.
That way, coverage and patronage would be higher so the required subsidy which we're seemingly begrudged would be lower.
A good start to correcting this would be applying for the necessary government funding to get the Canada Dock Branch open to passengers again.
I cannot believe there seems to be next to no ambition to add this ready-made line to the Merseyrail network.
OK, as long as Merseyside passengers/ratepayers pay for the profligacy. They are already hugely subsidised.
