Does anyone know of a website that lists dates individual lines opened. I am specifically looking for railways in Wales.

Not for all the railways, but if it is a closed railway that has been covered by the disused station site, then that usually includes opening days and a brief history of that line.
The Wikipedia list of UK closed stations also has some relevant information of opening & closure dates, e.g.
