Changes to concessionary scheme in Edinburgh and Fife

I have no link, and i hope this is in the right place. Concessionary cards issued by Edinburgh city council will no longer be valid for reduced travel on any relevant rail services from the 23rd May. Fife council has altered their scheme to include travel within Fife ONLY, and not to Dundee & Edinburgh as previously. I understand this is a cost-cutting measure by the said council.

The national scheme refers to bus travel only, and is funded by the scottish executive unless i'm mistaken. The councils themselves decide whether to participate in the rail scheme or not and holders pay a reduced rate.

I have just checked the New Fares Manual valid from 23rd May:

Re Fife Council - That is correct the new fares manual from 23rd May onwards says this information. They will be valid for journeys entirely within Fife only.

Re Edinburgh City Council - The page relevant to this discount is still there and makes no mention of it being withdrawn or restricted.

That seems conflicting. I received this at my latest commercial brief, and the card holders have been informed by the council accordingly as the more vociferous amongst them have explained to me.
