Large building project north of Quainton

There is a large building project spanning the railway north of Quainton. Does anyone know what's being built?

It has 2 large gantries either side of the track linked together with many overhead wires

How far north? it will either be relocation of overhead power lines for HS2 or starting on the relocation of Calvert waste terminal, but the latter seems far too early.
