It's a DEMU. Diesel engine powers the motors, so even at stand a certain amount of power is required.
When the door panel is activated, ie to close the doors, there is a slight increase in revs to increase the power available to the train. This carries through until all the doors are closed. When the train moves off, there is still enough power to get it moving, regardless of what the driver has done to the TBC. Even if he notches in P7, the revs will stay low until such a point extra revs are required (4mph ish). The engines then power up to take the train further.
