Railcard Discounted Ticket to other discounted ticket

Hi all,

Probably an awkward question but:

Person buys in advance a Young Person Discounted Anytime Day Single priced at £1.60, (YP restriction means not permitted before 10am M-F).

Before the travel date, the same person receives a TOC Privilege Travel Card, (PRIV).

Do the excess rules allow a ZERO excess to occur on the railcard discounted ticket so that the person can use any train before 10am?

My example is based on this:

London Terminals-East Dulwich YNG Std Day Sgl priced @ £1.60

The PRIV SDS is only 60p. My hope is that this person can excess the YNG person ticket into a PRIV ticket, at no extra cost so they can receive the extra validity before 10am.

If this is permitted, can anyone tell me what rule this is?

I'm probably missing something very obvious but why can't the ticket be refunded and part of the refund used to buy a PRIV ticket for 60p?

Why would you fuss over 60p? Be happy you've gained priv and get on with it. I don't see why you would buy a CSD miles in advance anyway.

Yeah, Virgin want £10 per ticket, per refund. She's got 2 x YP SDS, one there, one for coming back as there's no open ticket.

Also, It's not the price that is the point, you could equally have a ticket that cost £160 YP and £60 odd PRIV. You would be bothered about that wouldn't you? Another example could be excessing a YNG to a HMF ticket to allow a superior class if someone had both railcards.

Why should a paying passenger have to PAY more for less validity, (i.e. not valid before 10am)?

And regarding the above comment regarding being happy about the PRIV? Firstly, it's not for me, secondly, just because someone is entitled to a PRIV discount, does not mean that they become any less entitled to a fair deal as anyone else would be.

Technically depends on whether it could count as a changed circumstance resulting in the customer having to buy another ticket.

Usually this is read as, used for, and the example given in The Manual is someone buying a SVR but then needing to travel a different day and buy another SVR to replace. In that instance no admin fee is charged.

However this is one that is open to interpretation. In this example, I would just pay the 60p. For larger amounts refund and replace might be desirable in which case I expect most TOCs would charge an admin fee, some might not.

Then even with the £10 admin charge, they will still be £90 better off.
