An extract from the TfL Commissioner's Report (published yesterday):

The required Department for Transport (DfT) ‘Letters of Direction’ to each Train Operator which will enable them to sign the PAYG agreement has finally been sent in draft form for their approval. The DfT is also in discussions with Stagecoach South West Trains Limited to permit it to turn off the interim ITSO facility at the Waterloo ticket gate line which is currently incompatible with Oyster PAYG.

The installation of PAYG equipment is nearing completion, equipment has been installed at 212 stations and 156 stations have now commissioned (as at 28 September 2009). Only 15 stations are yet to commence, this is primarily due to delays by South West Trains and/or awaiting listed building consents.

The launch of the extension of Oyster PAYG to National Rail in London is expected in January 2010.

SWT shouldn't be painted as the bad boys over any delay to PAYG - they've had lots off issues with the DfT who seem reluctant to resolve any issues with them.

Regardless of who did what, the fact remains that the Waterloo gateline is the one remaining major issue that needs to be resolved before Oyster PAYG can be fully implemented.

Interim ITSO facility?

Surely the ITSO facility is the standard that everyone should be moving to?

At some point, Oyster cards will need to be replaced for a properly standards compliant system. Are there any plans to do so, or will Oyster become some clever-at-first but quickly outdated system and impossible to roll out nationwide?

There's been no formal announcement by SWT in regard to the acceptance of Oyster PAYG from 01.01.10.

So until such time as a formal announcement is made that it should be taken that the current situation stands in that Oyster PAYG is NOT ACCEPTED on any SWT service.

I'll have a look at the commercial stuff at depot on Monday to see if there's been an internal notice.

Basically if you try there's a very good chance you will be penalty fared!

Does this mean you also be able to top up and buy an Oyster card from these stations too, will be useful when theres a queue at the tube station office.

i meant will these stations also issue new cards

It will depend on the TOC as to whether they choose to retail Oystercards and top up PAYG. As SWTDriver's said, you can easily top up online and collect from any gate line in the Travelcard area

Just had a quick look in the current and previous Traffic Circulars, nothing in there regarding OXNR commencing...

I'll check the Ticketing & Revenue circular tomorrow at work, nonetheless.

The withdrawl of off-peak day returns within London will mean a big increase in off-peak fares for Network railcard and Gold Card holders.
At the moment a discounted Zone 1-4 offpeak day return is £3.10. After January it will be £2.30 each way off-peak on oyster or £4.10 for a discounted anytime return - a 32% increase.

Hmm, have you had confirmation this is going ahead? They may not abolish them; they may introduce evening peak restrictions or simply increase these (non-regulated) fares above the Oyster fares.

To be honest though, we all know it will go ahead, sooner or later. I've predicted it all along. TfL won't like the idea of people getting tickets cheaper than their beloved Oyster, and they want people to move to Oyster so that they can get people to pay further in advance (so more interest for them, when rates pick up again) and I bet that people who don't touch out and get charged a high fare are a nice little earner for them too.

Someone should alert the media about this, there should be outrage and there should be protests and petitions.

A lot of shoppers/day trippers will be affected. There must be many people who are happy to leave after 0930, but return around 1700-1800 when the shops & museums close. They will all get a very bad deal when the Oyster-lovers have their way. I wonder if the masses know yet? I suspect 99% don't have any idea that their journeys are going to increase in cost...

The South West Trains news release says that all off peak fares will be replaced by Oyster PAYG and this news release from SouthEastern also confirms it

If you have your railcard registered to your Oyster card then you get a railcard discount on the PAYG daily cap. The discounted off peak cap for zones 1-4 is currently £3.80, are the caps going up in the new year too?

The caps are going up to the price of the equivalent one-day travelcard and I assume the discounted caps are going up by the equivalent amount. However, you can't get a Network railcard or Gold Card registered on your Oyster Card. (this would be difficult to administer as up to 3 accompanying adults also get a discount)

The caps are only theoretical. If you touch the wrong reader at Paddington (easily done) or don't touch out then you will be charged on top of the cap. This must be a nice little earner for them.

When SET say "Fares for OPAYG will also be cheaper than the equivalent daily cash fare", do they really mean "Daily cash fares will go up a lot to make them more expensive than Oyster"?! It's shocking they are allowed to get away with it!

You can get a network railcard & gold card discount entitlement put onto your registered oyster card, and accompanied adults can also have paper tickets issued at a discounted amount for the accompanied gold card, etc..

Or you can go to any LU ticket office and get the journey resolved and the £4/5 charge put back to the proper fare.
