and yet no rain at all this side of the UK

have to say though the met office did say how much water might fall so the TOC should surely have taken note of that

When TOC''s take note of warnings and make changes/cancel services, there are complaints. When TOC's try to brave it out as suggested by those complaining about changes/cancellations, there are complaints. Cannot win.

This service thats stuck may also be one that set out on its journey as one TOC and ended it under another TOC with it been last day of Arriva Trains.

Exactly. Only way to please everyone would be to have another 300 services an hour and lose billions in profits. Actually, even then you’ll piss someone off.

Practically, would change of Franchise make any difference?
Drivers, On train staff, Depot staff,Control staff plus many others are more than likely going to be the same faces in the same seats, just the Hi Vis, the livery of the trains and road vehicles might get renewed.

But can anyone predict the exact location where a landslip or flood might occur ?

Not entirely true, there may be provisions to help more. Less restrictions and therefore many more happy passengers.

Just a thought.

and done what? cancel all services?

To be fair they probably didn't know the water would breach the railway at that point - I think they tried to use the JCB to try and help divert some of the water when the rescue operations started.

I can't speak for this exact location, but a landslip badly affected Treherbert services a few weeks ago. That one could have certainly been predicted considering the exact same location has had some kind of landslip multiple times in the past when the weather has got bad.
