If I buy an Off Peak Saver Reurn (or whatever they are called nowadays) am I allowed to break the outbound journey ?

Specific details are travelling from Fareham to Tring via London on SWT and LM but stopping off for 2 days in London on the way there. Travelling back in one go. Both journeys include tube from Waterloo to Euston. all travel is off-peak.

I think you are allowed a break of journey but not 2 days long. You should finish your journey the same day you start it. Sure someone else will confirm though.

Your outward ticket will show the same date for 'valid from' and 'valid to'. On your return ticket the 'valid to' date will be one calendar month minus a day later e.g. 9th October and 8th November. I don't know if you can spilt the return part overnight as it's usually date stamped, so if you spilt it overnight it might look like you're trying to use your ticket for a second time.

Don't know the chapter and verse on this, but my understanding is that you can return over multiple days within one calendar month. I have done this many times. (e.g. OUT: Sheffield-Edinburgh in one day; RTN: Edinburgh-Newcastle one day, then Newcastle-Sheffield a few days later). In 20+ years of using SVRs I've never been hauled up for this by a conductor so I am confident it's legit.

What you CANNOT do is travel segments more than once, or out of sequence. However, in practice, this is difficult to check for (depending on the type of mark the conductor makes on the ticket).

FRPP says:

# Break of Journey
Off-Peak Singles and the outward portion of Off-Peak Returns are valid for travel on the date shown on the ticket. Where a passenger wishes to stop overnight or the journey cannot be completed within one day, break of journey for an overnight stay is allowed. Where a journey does continue into the next day, travel must resume before 1200 and any relevant time restrictions apply (except where regarded as an unbroken continuation of the previous days' travel where the first connection of the day may be taken). No further break of journey is allowed except for the purpose of changing trains. Please note that break of journey is not permitted on some journeys, as detailed in the ticket restrictions.
