This doesn't explain how a majority of people have started before their 17th. I was confused when it first got explained to me, but apparently it's possible.

If they've started learning on public roads, then they're breaking the law.

You can learn on private land at any age, but on public roads you have to be 17.

For 18, category C1 (vehicle weighing between 3,500 kg and 7,500 kg, with/without trailer of max. weight 750kg)

Or, C1+E, C and C+E, although only if you passed your category B test before 10/11/09. :P
