Just to clarify for everyone, it is not all Northern flows that have been given dispensation to increase at the higher rate of RPI +3%, it is only those flows Northern manage on behalf of WYPTE.

I cannot comment on any change in the increased investment allocated to the WYPTE with regard to extra carriages but I sure someone from the Leeds area will oblige.

Perhaps they might even 'fix ' some of the horrendous anomalies in the West Yorkshire area. If they did, they would find revenue would increase without having to put up all the fares!

It would be nice if this fare increase went towards getting rid of the crappy Pacers, but no...

Great, the south east already has some of the highest fares in the country. And what new carriages have SouthEastern got anyway? If it's for the 395s, why can't the people who use them pay for them?

Now, if SouthEastern put the extra money went into painting their units out of the "can't be bothered" livery it would be OK I suppose.

My understanding of Lord Adonis's statements is that all flexibility for TOCs to change one regulated fare by more than the limit and another by less is being removed:
Lord Adonis said:
Although the average fares cap is RPI+1% a year in most areas, many people face higher increases in regulated fares because operators have freedom to increase some fares by up to 5% above the average increase. Passenger Focus have recommended that restrictions should be placed on this flexibility and I am happy to tell the Committee that the Government proposes to do just that. In a time of economic stringency I do not think it acceptable for individual commuters to face significantly above average fare increases. The Government’s intention is, therefore, that in future the cap should apply to individual regulated fares, not just to the average of each fares basket.
Lord Adonis said:
On (removing) the flexibility (within) the basket, we stand by that policy change too and that will also be carried into effect next year, so there will not be the flexibility for fares to change within the basket as has been the case up to now.
It seems to me that if there is no flexibility to change fares within a basket then all the anomalies in NFM 04 will continue until and unless someone else comes along and changes the policy again.

@Mallard: South Eastern's fares have historically been much lower per km than the other London operators, that's precisely why they've been given permission for this rise.

I suppose, but it would be nice if advance fares were available, especially since they now have "express" services in the form of HS1.
