Erm, no.

Penalty Fares and Prosecutions against innocent passengers are the fault of the operator. Not the fault of the customer because they're using a carnet ticket.

Nice bit of victim blaming you've got going on there.

I don't think Bletchleyite was victim blaming - I understood that he was pointing out the fact that unscrupulous operators will prosecute and PF carnet users for "mistakes" they didn't know they were doing. And so, short of proper date-stamping equipment, a widespread introduction of carnets would make PFs/prosecution even more widespread.

Yes, precisely this. The tickets should only be introduced if the proper infrastructure for them (compostage machines, compostage slots on TVMs[1] or smartcards) comes with them. There will be too many issues otherwise.

Another option might be e-tickets in an online account of some kind - activate a journey online before you use it.

My point overall is that any ticket that requires the user to scribble on it in pen in a precise way is going to lead to problems - be that fraud, or be that unjustified prosecutions, pretty much regardless of where on the scale you put revenue protection.

[1] S&B offer this as an option, it's on all SBB ticket machines.

I don't see any issues with carnet tickets, except for the fact GTR could act improperly towards the honest users of them.

You are merely looking for a problem to which the continental solution of compostage is a solution.

If they don't, they will let too many fraudulent users through. Loads of people will change the date on one if they can get away with it.

They need a proper means of stamping them, or scratch off dates, or similar.

It is the lack of a discount when travelling regularly but not every day, that encouraged me to investigate split ticketing and the routing guide further. Had a carnet ticket existed I wouldn't have done this.

This is part of the rationale for the proposed ticketing reform - commuters who don't travel often enough to make a season ticket worthwhile.

The problem with Carnets is relatively easy to resolve - make them ITSO only.
The problem is easy to solve so long as you don't rely on people writing onto a magnetic ticket. ATW only make them available on their mobile app, which also makes it easy to prove which date you selected.

They would also work with true e-ticketing (ticket in a database type).

Given that some individual operators offer carnet tickets, why would the above concerns be any more an issue for a national system?

Heathrow Express has just withdrawn carnet tickets because of the new ticket barriers at Heathrow and wants to exchange the unused journeys for directional singles. Bit annoying if you like the flexibility of using them as you see fit rather than having to plan in advance. I’ve suggested my friend not agree to exchange them.
