Why are there no ticket barriers for some platforms at Paddington?

I’ve looked at the national rail station plan of Paddington and there are several platforms that appear not to have ticket barriers. Such as platforms 1, 6, 7, 8, and 9. Why are these ones not guarded?
Also are there barriers between the national rail station and the Hammersmith and City line? Are these barriers TfL or National rail barriers?

Platform 1 has lots of retail space and would need all kinds of fencing to separate platform. P6 and P7 are Heathrow Express platforms where you WILL get your ticket checked on board. P8 and P9 have a bloody great big ramp in the middle. Not entirely sure on all that, so please correct if wrong :)

The barriers I assume you talk about only go to the far National Rail platforms. The Hammersmith and City line entrance is completely separate up by Costa, the old bridge does not go over to the Underground anymore.

Platforms 8 & 9 also have great big load of bike racks, which would be a lot less usable if they were behind ticket barriers. (There are also racks on P10, which are inside the barriers and are - officially at least - "for season ticket holders who must be registered.")

Platforms 6 and 7 (Heathrow Express) will be gated later this year for Contactless and Oyster PAYG acceptance.

What's the procedure with 8 and 9? Do they do extra ticket checks on trains that arrive and depart from there?

But is this disimilar to Platform 1 at Victoria, where there is a long glass barrier? If it can work at Victoria, why can't it work at Paddington?

How would you 'guard' them? Would the huge amount of fencing be affordable or desirable?

Maybe the Paddington platform is narrower and/or has a larger pedestrian flow compared to Victoria, making the same solution unsuitable. I don't know, just considering one possible reason.

Platform 1 @ Victoria is more like a bay platform and is massively staggered from the retail space and P2. P1 @ Paddington starts right from the concourse.

Glasgow Central has no barriers on Platforms 1 & 2, but there are no shops on the platforms. So I'm not sure if the reasoning behind it compared to Paddington where there do seem to be reasons for the unbarriered platforms.

One difference is that there are pedestrian exits at both ends of Platform 1 at Paddington (and used to be on the side part of the way along too. They closed when the Crossrail work began and may or may not have reopened). Plus access to the bridge which really is required for anyone entering the station at the far end of the platform, particularly.

Side entrance / exit is still closed until Crossrail opens.

IIRC it was to allow VT and / or XC to manage their revenue protection as they saw fit, but I am not sure how much of that is true (or if it is, accounts for the decision).

Well CrossCountry seem to use platform 3 more often than not and 1 and particularly 2 are often used by ScotRail services, but I can see the original logic in what you say.

Platform 8 (and perhaps 9) is occasionally barriered for crowd control during events that require boarding controls e.g. Cheltenham Festival.

I think another reason why Platform 1 hasn't been barrier-ed yet is that 99% of the time it will be long distance services leaving from there, so first stop most likely Reading - which is gated, and by which time the TM should have carried out some form of RPI. There's not much opportunity to jump on a DOO Turbo and escape via a non gated local station from P1.
