Last year the Association of Train Companies (ATOC), trading as Rail Delivery Group (RDG), registered the domain name for their latest Railcard, the 55 Plus Railcard:

The 55Plus Railcard will offer the same benefits as the Senior Railcard (which is to be renamed 60Plus) with the following minor exceptions:
The introduction of the 55Plus Railcard is part of the ongoing rollout of ‘In Partnership for Britain’s Prosperity’, the railways plan for change. The train companies, working happily together in partnership, are constantly carrying out research to develop new products that make leisure travel easier, and better value for money for customers.
The research gathered was analysed and the conclusion was that non-disabled 31-54 year olds travelling outside the London & South East area or other applicable geographical areas, who are also not travelling together with a named individual or with children, must continue to pay full fare with no discounts, due to the lucrative income from this group.
However due to high levels of disposable income among 55-59 year olds, and high car ownership among this demographic group, the decision was taken to offer discounts to entice this group off the roads and onto off peak rail services, hence the introduction of the 55Plus Railcard.
In fact the 55Plus Railcard could have been introduced even earlier, but in a leaked memo, a former Director of ATOC blocked its introduction, and was quoted as being opposed to the introduction of the Railcard as they "could exacerbate overcrowding" because if the fares paid are to low, train companies are "unable to deter people from travelling on the busiest off-peak trains". He was further opposed to passengers "using their income on a leisure journey rather than going to the theatre or buying CDs". However his retirement paved the way for additional Railcards.
No timescale is currently available for the launch date, though it is expected to be by the end of the year.

- The bar on use before 0930 (or whenever the Off Peak fare for the journey becomes valid) will apply to all journeys, not just those wholly within the Network Area (as is the case with the existing Senior Railcard)
- A minimum fare of £14 will apply for all journeys on Mondays-Fridays except bank holidays.

Looks like in the near future we'd see railcards covering all ages in 5-year increments, with the 31-35, 36-40, 41-45, 46-50 and 51-55 bridging the gap in due course following the 26-30 and 55+. Of course we can naturally expect varying conditions on their use too - I've heard through the grapevine that one requires you to carry a live dog with you (a la "dogs must be carried" on escalators) when travelling before 10:30am - stay tuned for more updates, maybe in exactly one year's time
