Responsible ? No, of course not.
Willing to pay given the circumstances? Certainly possible.
If missing that train would have delayed things by a further hour and stopping to purchase a ticket would have caused the train to be missed then it likely makes financial sense for management to cover these costs. Of course that decision is up to them and it doesn’t make boarding a train without a valid ticket any more or less acceptable.
