If I've read it correctly, the Lune Valley service improvements are mainly due to integrating what are currently dead runs by Kirkby Lonsdale buses from Lancaster to Kirkby Lonsdale (town) into their existing services on the A65 corridor. Essentially means KL are getting paid by Lancashire for positioning runs for North Yorks sponsored services.
It brings back missing services, but doesn't restore them to the levels prior to the cuts

The current Council have put extra money into supported buses and have reverted the cuts made a few years ago.

I've been watching this situation since late last year when they announced the funding and you have to commend LCC for doing this because they are under a lot of financial pressure but they do seem to have a greater understanding of the need for buses in Lancashire due to the economics and geography of the county compared to say Cheshire East Council.

It's just a pity the 95A goes to a housing estate in Burnley but not Burnley Centre itself.

Despite these improvements on the road, the cuts still are coming.

http://www.lancashire.gov.uk/news/details/?Id=PR18/0112

Lancashire County Council are proposing to close all the remaining travel information centres including those at Preston, Nelson and Clitheroe.

I’m not fully sure what the one at Preston is they are talking about, as that closed when the bus station works started and the only facility at the moment is a bloke sat behind a glass window, which I think is manned by Preston Bus.

The ones at Clitheroe and Nelson I think double up as a rail ticket offices.

Yes Clitheroe, not sure about Nelson, does double up as a rail ticket office. However it has no ticket machines, you can’t collect prepaid online tickets from there, to get to the Platform you have to pass through the small ticket office and through the only shelter on the platform. They lock the ramp to Platform 1 off when the ticket office is open too. People manage to catch the train when it is closed in the evenings and on Sundays. It’s a nice to have facility, rather than an essential one unfortunately.

Lancashire was one of the very few authorities outside the ex-PTE areas that had independent information offices. Most places relied on the dominant bus company being willing to give unbiased information about all operators. It was unnecessarily wasteful, though, and indication of the fragmented nature of the bus industry that Preston needed *three* information offices.

There was a change in the controlling party in Lancashire fairly recently with the Conservatives taking control. The Conservatives promised to reverse some of the cuts Labour made, trying to claim Labour were cutting more than was necessary but now they've got in they're robbing Peter to pay Paul and blaming the Westminster politicians for depriving them of funds.
