VT staff in their bright red jackets are easily identifiable not only as rail staff but as customer facing rail staff. With hi-vis a litter picker can be mistaken for a RPI.

I was frequently mistaken for a Royal Mail worker whilst wearing a waterproof orange hi-viz coat, when I used to cycle to my Mum's, as she lives near a sorting office. The posties would often wave at me, thinking I was one of their own.
When post workers had blue and red cagoules I don't think anyone was mistaken for a postal worker then.
In my area postal workers used to deliver on bikes (except the ones delivering parcels or delivering to industrial estates who had vans) but now they all have vans except for a couple who have trolleys. Also they used to start deliveries at 7am or earlier, not the 8.30/9am they now start at, so it seems strange they didn't have hi-vis when were going around on bikes in the dark but have hi-vis now.
True, (Our postmen used to wear those navy blue wool ribbed pullovers like those worn in the forces. nice and warm in the cold weather.)

On the subject of Hi-vis clothing, I used a McDonalds drive-thru last weekend, the woman that passed me my two coffee's through the window was wearing a hi-vis, I was surprised and thought it rather OTT, give it a few years and I'll have to wear a hi-vis to sit in my office...
