Based on this story its certainly not as simple as just getting the fare:

A Northern spokesman said: “Good customer service is a priority for Northern and we do not accept or tolerate any behaviour from our staff which makes customers feel uncomfortable.”

What a load of tosh ! Northern have been accepting and tolerating exactly that sort of behaviour ever since they took on the franchise.

I think Arctic Troll makes a superb point.

One question I would like to know the answer to - do Revenue Protection teams make a net profit for the TOCS?

Assuming they do, employ more and reduce fares.

If they make a net loss, get rid of them all and reduce fares.

Fares are never reduced - why?

Back to the title of the thread, I'd wager (with no evidence) that TOCS make a nice profit from Revenue Protection teams and it suits them rather well that not everybody pays the correct fare.

There's no real incentive for Northern- or whoever- to actually provide high quality ticket retailing. They'd lose money. Why would they want to do that?
Because they can go cap in hand to the DfT and say "Fare evasion is zero and we're not making money. Please Sir, could I have some more Sir?"

Because staff require pay rises, the price of fuel fluctuates( though most hedge their bets on fuel prices by buying in advance) and all sorts of extra little things which rise each year.

Its really not as simple as saying sack staff and reduce fares
