Every 15 minutes is hardly rapid metro. From my understanding a rapid metro or rapid transit is every 2-3 minutes i.e. the Victoria Line, not every 15 minutes. Thats basically just a suburban rail service using the word "metro".

I take your point there. But having a train every 20 mins to Watford Jun or every 30 like the London Bridge - London Victoria, people want to know the times. They don't just turn up hoping they don't have to wait 29 minutes.
I may be mistaken here but from previous journey's I seem to remember the screens at the stations where the Bakerloo runs with the Watford trains, the screens did still show the departure times of Overground trains?
So at Willesden Junction for example you'd get:
1 Harrow & Wealdstone 4 mins
2 10:23 Watford Junction 7 mins
3 Stonebridge Park 14 mins
I may be mistaken though. Surely that could be adopted on the ELL where the stations are also served by Southern?
