Potential Rail Disruption from Storm Angus - 20/11

Hopefully, acording to NRE, Cowley Bridge may re-open at 1300 today. XC trains this morning have been turning round at Tiverton Parkway.

Looks like they're cracking on with the repairs, this was the scene about half an hour ago.
I had to go to Crediton earlier too and there's about ten people working on the line between the A377 bridge and Crediton station, not sure what the damage was up there though?

I was caught up in the disruption on Monday. I caught the 1928 Brighton to Gatwick (which was formed of three 387s). At Gatwick, it was chaos, with a lot of delays and cancellations. I changed onto the 2003 Gatwick to Reading, which was fifteen minutes down due to a late arrival. So I got to Reading with about six minutes to spare onto the 2143 to Swansea. Luckily I looked at the departure boards to see massive delays (1L65 1355 Cardiff to Paddington arrived into PAD over four hours late!!), so I knew I'd be okay. As it happened my train was 25 minutes late. We crawled to Didcot and got to Swindon 42 minutes late. We then were held at Swindon for another half an hour due to waiting for the previous Swansea in front to return back to Swindon and come onto ours. Train was diverted via Bath and reversal at Bristol Parkway. Arrived into Cardiff at 0110 instead of 2345, not the most fun of journeys especially as I was up at 0430 the following morning for work, but luckily not too much disruption!

Sorry, I didn't word that very well. 1B88 departed Swindon, but was held up near Chipping Sodbury tunnel, was then decided it couldn't go forward, so reversed back to Swindon and passengers came onto our train (1B91). In the end, both 1B88 and 1B91 ran about five minutes of each other (1B91 first) between Cardiff and Swansea.

Regarding payment to the taxi, the driver I had was part of a convoy and the other taxi driver was radioing him to ask if he had the "white form" . His answer was in the negative, and what was this form? .

Taxi docket. Only subscribed taxis (all on the rank at BRI these days) can do docket work.

1B88 came back, but went forward again via Stroud and Lydney.

In situations like this who decides what does or doesn't run, and which services take precedence over others? I assume Network Rail (Operations?) distribute the information from the ground to the TOCs/FOCs as to whether a section of line is open, but who decides what is run and in which order?

In situations like this who decides what does or doesn't run, and which services take precedence over others? I assume Network Rail (Operations?) distribute the information from the ground to the TOCs/FOCs as to whether a section of line is open, but who decides what is run and in which order?
I believe there are GWR and NR controllers in the same room, so they should come to agreement for the common good.

That is correct but with other TOCs and any other cross border issues may not be quite so straightfoward.
