Waterloo to Portsmouth allocations

A friend travels home to Godalming after post-work trips to the pub on the 23.15 Waterloo - Portsmouth Harbour. Apparently it always a single 5 car and packed to standing - he says 20+ per coach without seats - from Clapham Junction. Can anyone help him with his question as to why it's not allocated two units?
