London bus ticket machine and Concessionary passes

I doubt there's a huge number of non-London ENTCS pass holders using buses in London between 2300 and 0930.
Is there a significant number at any time apart from cross boundary routes? They seem very rare in zone1.

Each authority recompenses the bus company that accepts the pass, wherever it may have been issued ; it is immaterial where the passholder lives. London is a special case, of course, as in so many things in that there is no recompense due in the case of services contracted by Transport for London. Cornwall Council has to pay for the use of passes by holidaymakers, just as the long-suffering residents have to pay by far the dearest water rates in the country to keep the beaches from sewage and keep the non-contributing tourists coming!

Yes that is what I meant . Although I believe it is different in greater London where it is the "London councils" organisation reinburses tfl for the cost. Due to the fact that the boroughs are so small someone may live in Hillingdon but their local station is in Ealing say,

331 gets a lot of non london passes soke zone 1 drivers had never seen a non l9ndon encts pass when mystery shopped with it, one even withdrew one suspecting it to be fake,

It makes it easier for drivers - if non-London ENTCS pass holders had a time limit whilst London ones didn't it'll slow down boarding and gives drivers yet another ticket rule to remember.

Yes, quite understandable that it makes it much easier for drivers. It's not, however, something ever requested by 'provincial' ENCTS holders so shouldn't have been suggested as a criticism of any such use 24/7.

We take a load in the South East of London, even on non cross country routes. Your be surprised how many passes are used before 09:30. However an OAP in Westerham was shocked when i told him he could use the 246, 1st bus to last bus 364 days a year, so yes some don't know still.

According to the KCC website they only only support the minimum hours. Is TfL handing out a freebie or are KCC paying?

The former - I believe the county boundary lies somewhere up Westerham Hill, which would make it difficult for a TfL route to terminate there even in clement weather, and, in any case, there is a fair (geddit?) amount of revenue to be gained from taking visitors to Winston Churchill's old pad, in season.

Tfl policy is to run bus services to the first town across the boundary unless they get an incentive to run further from the local authority that is outside the London county councils area. Eg he 465 to Dorking is part funded by surrey county council

Re the latter, I wonder in view of Surrey cutbacks in revenue support they will continue with this, or maybe decrease it?

I could be wrong, I think the 465 will one day in the not too distant future terminate at leatherhead.

Great minds think alike! The 65 used to terminate at Leatherhead, very popular with the crews as it was a Country Area garage, later LCBS of course, complete with canteen. Red buses always saw Leatherhead as being a legitimate place for them to serve from Kingston via the direct route, Country Area only allowed the Green Line passengers at a premium fare!
