New building at Woolwich Dockyard - new station building?

Over the past year a new building has appeared by the down line at Woolwich Dockyard in the car park by the platform. It can just be made out here: https://www.flickr.com/photos/unravelled/26151725176/in/datetaken/

What is it? Is it a new station building? I doubt it is as it's a lightly used station that already has a station building. Is it to supply power for third rail?

It doesn't appear commercial or housing.

I was under the impression power upgrades for 12 car running were complete but perhaps not.

Could be for Crossrail (although it would be very strange to place it here).

There is also new substation at Crayford, replacing the TP hut which has been demolished. And another one further up the line.

It could be just general renewals rather than 12 car related. Although a few more 12 car diagrams would be good, if they had the stock.

There was talk of some old Thameslink stock going over at the end of 2016 to free up stock for more 12 car services. Not sure if that's still the plan - where else will all the 319s go? Even a dozen to Southeastern will leave many surplus.

But even if Networkers are freed up a number of obstacles remain with seemingly little plans to work on them, despite very fast passenger growth on SE Metro lines and massive housebuilding plans now underway around Lewisham, Erith, Abbey Wood, Woolwich, Kidbrooke, Lower Sydenham, Greenwich, Deptford etc. Crossrail won't alleviate all of this. In some places none of it.

Ironically Woolwich Dockyard can not take 12 car.

According to Kentrail website Cannon St was closed for 2 months in July 1991 for work to lengthen platforms from 10 to 12. So no doubt the rolling-stock will turn up soon.
