Each TOC has their own conditions and each grade within the TOC may have different conditions of service

I'm sure basic things like annual leave etc. would be in the job description or gets mentioned at the interview. But you won't get to see your contract of employment until you are offered a job position. If you have a query then you can ask before you sign. If you don't like something then it's your choice to decline the offer.
I'm sure the same applies when applying for jobs in other businesses.
