Making booking with any card collection

Do Southern allow any way to book a ticket with any card collection? I am booking a ticket for someone else (Off Peak Return) but want to be able to get it refunded without a fee if they don't end up travelling.

Does the same apply to the South Eastern website now?

Yes Southern do allow collection with any card.
From a recent booking confirmation email:
To collect your tickets you can Use any credit/debit card and your ticket booking reference. Tickets cannot be issued without both of these items.

Southern's refund without a fee deal only works if the ticket has not been collected.
