Your last statement is either glib or not knowledgeable about the factors that go into business location/relocation. No employer says that to anywhere, they simply go where they're attracted to. And good quality existing linkages are key to that decision.
This is not true. A large emplyer can manipulate a local authority or even national government.
A very good example is RBS at Gogarburn.
The local authority in Edinburgh was set against the world headquarters of RBS to be built on the essentially greenfield site at Gogarburn near Edinburgh Airport.
When RBS simply said... "Ok, we'll move to Glasgow". Suddenly, there was a massive change of heart. New bridges were built and tram stop planned.
Then there is Ireland with its free and easy attitude towards taxation and major corporates.
