28 day rule for collecting a season ticket refund?

My partner lost her monthly season with a week remaining on it - her first time of doing so. She was alighting at Station X when she discovered the loss, rather than her normal "home" Station Y. Staff at Station X gave her a lost ticket/refund form and she submitted it back to Station X within a couple of days. She was told she would get a 'phone call when the refund was ready to collect. In the meantime, I bought her a weekly season to get her to the end of the month.

Time goes by (2 months), no phone call, we forget about it. Since going to Station X to ask about the refund involves getting off a train early and then waiting for another one to get home, it was only this week that she visited Station X's ticket office to enquire as we happened to be driving past. She was told that the form had been returned to Station Y.

She asked at Station Y, who had the form, but refused to issue the refund because she had failed to collect it within 28 days. It's not clear within 28 days of when, however.

I read the National Rail Conditions of Carriage (NRCoC) and cannot find any requirement to collect a refund within 28 days of any arbitrary date.

Today I call the TOC who issued the ticket and also run stations X and Y. Their customer services say that Station Y is right to not pay the refund because it upsets their accounting system when its not collected within 28 days - whilst being unable to clarify when the 28 day count started. They agree that they're making up a rule that isn't in the NRCoC.

Has anyone else encountered such a situation? It would be useful to know where we stand before I fire off a letter complaining about their making up rules that aren't in NRCoC and end up making more of fool of myself than normal!

Get another form and see if it states anything about 28 days in the T&C on the form or on their website - if not...

Something doesn't sound right to me...Firstly, no refunds are given for lost tickets. Are you sure it wasn't an application form for a Duplicate (replacement) season she completed?

If it was a Duplicate, she should have been told to go back a couple of days later to collect it (an admin fee is payable) and apply for a refund of any ickets purchased whilst waiting.

For reasons that should hopefully be obvious, the Duplicate has to be collected before the original ticket was due to expire.

No refunds are allowed on lost tickets, for what I hope are obvious reasons. So this whole story makes no sense.

Now you've got me - I'm not sure. Annoyingly, my usually well-organised self didn't take a copy. As I remember it, we had to buy another ticket immediately, because there was a week to run and the form wouldn't get "processed" before the lost ticket would have expired. So I purchased a weekly season - a ticket which has long since been binned. I was certainly under the impression that we were trying to get a refund of some or all of the value of the lost ticket and not that we would be trying to get a refund for the weekly bought instead (which of course cost more, pro-rata, by virtue of being a weekly).

So it appears to be even more confusing than I thought?!

I understand. Being a first experience of a lost season, I had no idea what the process was.

It's also interesting that in a 20 minute call with Customer Services today, it was never mentioned that refunds aren't given - despite that being the whole crux of the conversation.

As usual, the knowledgeable members of this forum are a better source of accurate information than the TOC that sold the ticket, for which I'm very grateful.

Also I think given that 3 weeks and a few days had elapsed, chances are that there would have been little or no refund value left on the ticket anyway. I doubt it is even worth your effort chasing this one up.

In fairness to "Customer Services" they may not have understood the situation (we didn't at the start) and, being call centre staff rather than people interested in the minutiae of railway ticketing, may not have known what questions to ask.
