No, of course not. They would have designed something perfectly appropriate for a relatively slow moving metro train in the 1970's. My hunch is that that standard would have been a lesser specification than a carriage designed for high speed running on the main line.
Yes, in much the same way the Mercedes engineers who design Lewis Hamilton's Formula 1 car need to ensure survivability in a 200mph accident whilst other engineers within the company who make the Smart car will be working to a completely different set of parameters and requirements.
It doesn't mean that the Smart car is unsafe if you took it round a racing circuit though, just that it's designed within a series of parameters. If they're still adhered to, it doesn't matter that you're on a race track instead of a normal street.
