Who can say whether or when TP electrification will be resuscitated, and what track alterations will come with it?

The Preston/Blackpool/Stalybridge electrifications should be finished by the end of 2017, maybe earlier. Maybe the Ordsall Chord too if the legal challenge is quickly dismissed when it comes to court. The extra platforms at Picc and reconfiguration at Oxford Road have yet to be approved. Maybe the end of 2019?

I haven't seen much detail about other changes under the Northern Hub.

Think network rail have started on the chord judging by a pic on skyscrapercity.

They have not started on the main works for the Chord. That would probably be contempt of court or something. They have started on some very limited works, such as new gantries on existing lines, which are necessary for the Chord and which they therefore included in the T&WA Order, but which they have the legal right to do anyway.

When NR apply for orders for future schemes, they will probably leave out anything that they already have the legal right to do. This is discussed (without mentioning the Chord) in an article on East-West Rail scheme in the current issue of RAIL magazine.
