West Coast Railways and Tornado?

Apologies if this has been covered before; I'm a relative newbie.

Could someone please explain the reasons why West Coast Railways refuse to operate 60163 Tornado (and any other locomotive which may come under the stewardship of the A1 Steam Locomotive Trust)?

Every time I've seen a reference to it in magazines or whatever, they simply refer to 'the dispute between WCRC and Tornado's owners' with no explanation as to what it's over.

I understand that it's all to do with certification, or possible lack of it to WCRC liking, which means they are not prepared to run the loco under their safety case.

It's to do with paperwork, engineering standards and one particular contractor that the A1SLT used.
If you want to read lengthy, often ill-informed debates on the subject, Google will lead you to a well known preservation forum where there's plenty!

Haha! I'm not a fan for Daily Mail-style complete mis-reporting of stories... anywhere where I could get an accurate lowdown?

Incidentally, I've tried googling in the past... it keeps bringing me back to my own thread (which google has decided to date at 12th October 2014... more than a month before it was created!)

I doubt it unless you can get information from either of the two parties directly involved!

I've found a few mentions online... seems like it's more an acknowledgement between them that they don't currently meet in the middle than an actual dispute.
